Probably because the US doesn't know how to do public transportation in an efficient and convenient manner. In most places at least, which is unfortunate.
Sure, US public transit is very bad, but when I went to Germany, seems like they were much too trusting. You buy a ticket, go to a machine to get it stamped before getting on subway/bus/tram, but no one checks it, and there is no turnstile. Seems like you could easily never pay.
Public transit is not that bad in El Lay considering how bad the traffic is. I use it myself 30-40% of the time when I need to go get around to client locations.
