If possible I'd try to isolate the issue to the Pi or the HAT or the power supply. Can you disassemble and try powering on the Pi only with a USB power supply? That would be a place to start. Also if you have a multimeter you can check the voltage coming out of the Pi2AES power supply.

How are you powering it now?

Not worried about better SQ, just want something that works with the pi2 reliably. Or is the meanwell still available to purchase even?
