Let's say someone (possibly me, maybe a friend) has an Ultra Analog D20400A DAC package with some of that paper/foil lifting off and s/he wants to stick it back down where it belongs.

Is there an adhesive that is safe to use to do this?

I don’t know about glues but I like using kapton tape. Especially if it’s a part that dissipates heat.

Kapton isn't the stickiest of tape though. Maybe a small dab of cyanoacrylate in each corner?

Good old Elmer's works well, as long as you don't allow it to drip off.

Maybe that clear silicone adhesive caulk, I know it insulates and can handle heat.
